According to the Swedish gambling regulator (Spelinspektionen) Sweden’s licensed gambling market has grown since the current licensing system started in 2019 – see more details:
- At the beginning the market mix changed sharply during the pandemic period. Commercial online gaming and betting increased from SEK 13.9bn (ca. EUR 1.3bn) in 2019 to SEK 15.1bn (ca. EUR 1.4bn) in 2020. Total licensed GGR remained almost flat at around SEK 24.7bn (ca. EUR 2.4bn) across the two years (2019 and 2020).
- Between 2019 and 2025 total licensed GGR increased from SEK 24.8bn (ca. EUR 2.3bn) in 2019 to SEK 28.2bn (ca. EUR 2.5bn) in 2025 (+13.7%). The market was almost unchanged in 2020 before rising to SEK 26bn (ca. EUR 2.6bn) in 2021 and SEK 27.4bn (ca. EUR 2.6bn) in 2022. GGR then fell to SEK 27.1bn (ca. EUR 2.4bn) in 2023 before returning to growth in 2024 and 2025.
- Commercial online gaming and betting have taken a larger share of the Swedish gambling market. The combined category generated SEK 13.9bn (ca. EUR 1.3bn) in 2019, equal to about 57% of licensed GGR, compared with SEK 18.4bn (ca. EUR 1.7bn) and around 65% in 2025.
- Spelinspektionen reports the figures as stakes minus winnings, which corresponds to GGR rather than betting turnover or handle. The data covers operators with a Swedish licence.
- In euro terms, Swedish gambling GGR increased from around EUR 2.34bn in 2019 to EUR 2.55bn in 2025. The conversion uses the respective annual average SEK/EUR exchange rates, with SEK 24.7bn converted at around EUR 0.0945 per SEK in 2019 and SEK 28.2bn at around EUR 0.0904 in 2025.
