ATG’s latest report reveals that unlicensed gambling in Sweden is still attracting Swedish players on a large scale. Despite regulations, the channelization rate remains far below the government’s target. The unlicensed gambling market now has an annual turnover of up to SEK 150 billion (EUR 13.6 billion).

  • The channelization rate, the share of gambling within Sweden’s licensing system, was between 69% and 82% in Q4 2024. This falls significantly short of the government’s 90% target. ATG’s CEO, Hasse Lord Skarplöth, warns that this increases the risk of money laundering and leaves Swedish players unprotected.

  • 17 of the 20 largest unlicensed gambling sites use the same platform providers as licensed operators. This is despite regulations stating that these providers should not supply services to unlicensed companies.

  • 6 of the 20 most visited unlicensed gambling sites during the quarter allowed direct deposits and withdrawals from Swedish bank accounts via BankID.

  • Visits to unlicensed gambling sites have increased tenfold since the gambling market was re-regulated in 2019. The report estimates that up to SEK 150 billion is now generated annually in the unlicensed sector. Hasse Lord Skarplöth compares this sum to Sweden’s total annual spending on primary education.

  • 2 of the 20 most trafficked unlicensed gambling sites were listed on the Swedish Gambling Authority’s blacklist. Despite this, Swedish players could still access and use these platforms without significant restrictions.
  • The report aims to increase awareness of the extent of unlicensed gambling in Sweden. ATG hopes that by providing a better understanding of its scale and development, appropriate measures can be taken to strengthen the licensed market and improve the channelization rate.
