A new EveryMatrix report examines European lottery online revenue and digital growth. The first chapter compares online GGR, annual growth and digital sales shares of key lotteries. The figures show wide differences between European lottery operators.

Why the report and the data are important

European lotteries are expanding their digital businesses, but many also face competition from established iGaming operators and changing customer expectations.

  • Lotteries expand online: European lotteries are investing in digital platforms, mobile apps and new games. Some generate up to 80% of total revenues via digital channels, while others still rely mainly on retail sales.
  • Tough competition with private gambling operators: Lotteries compete with private online gambling operators that have spent years developing customer acquisition, personalisation and mobile technology. Many lotteries are still catching up in these areas, although investment in digital services is increasing. Nikolina Gabelica, Managing Director Lottery at EveryMatrix, says: “For many lotteries, this represents a significant digital gap to close. The encouraging news is that the gap is narrowing.”
  • More than lottery tickets: Lotteries are adding sports betting, instant-win games and, if allowed, online casino games. They can draw on their existing customers, well-known brands and retail networks.

Selected key data in the report

  • Largest online lottery operators: FDJ (including Unibet) led in 2025 with EUR 2.24 billion in online GGR, ahead of the UK National Lottery (EUR 2.18 billion) and Lottomatica (EUR 1.69 billion).
  • Revenue growth: European lottery online revenue grew by an average of 8% in 2025 among operators with comparable GGR data. Lottomatica recorded the highest increase (+25%), followed by Tipos (+22%).
  • Online share: Digital channels accounted for an average of 39% of total revenue or sales among the lotteries analysed. Norsk Tipping led with 81%, followed by Danske Spil (70%). Norsk Tipping plans to end traditional retail terminal sales from January 2028 and move these products online
  • Lottery-only revenue: Excluding betting and casino, the UK National Lottery led with EUR 2.18 billion in estimated online lottery GGR. FDJ followed with EUR 889 million, ahead of Veikkaus (EUR 279 million).
  • Mobile and retail: Mobile generated 87% of Svenska Spel’s online revenue in Q1 2026, compared with 88% at Športna Loterija. Nikolina Gabelica, Managing Director Lottery at EveryMatrix, says: “The retail terminal is giving way to the smartphone.”
