Norsk Tipping is making a big shift. From January 1, 2028, you won’t be able to hand in your Lotto or Tipping ticket at a store anymore. The only game that will still be sold over the counter is Flax. Norsk Tipping commission agents are being phased out as digital sales take over.

  • About 90% of Norsk Tipping’s total sales are already digital, and the trend is growing. The decision means Lotto, Vikinglotto, and other terminal-based games will no longer be available in stores. Flax tickets will be the only exception.

  • Many commission agents are already leaving due to declining sales and low income potential. There are almost no new applicants for commissioner positions. Stores prefer to use the space for other products, leading to more resignations.

  • Norsk Tipping currently has 2,773 commission agents, down from a peak of 5,000. More are leaving daily, as the demand for in-store gaming drops. Some stores still profit from game sales but not enough to justify further investment.

  • The decision follows the planned shutdown of Norsk Tipping’s commission terminal in three years. Developing a new system would be too expensive given the declining interest. Alternative solutions were explored but were not feasible.

  • “We must focus on efficient operations. Investing large sums in solutions that few people use is not responsible,” says Roger Soleim, Director of Customer Meeting at Norsk Tipping.
