Gambling promotions rules are getting a major update. The UK Gambling Commission just confirmed new measures to make offers safer and clearer. The goal is to reduce risks for consumers—especially when it comes to confusing bonus offers and multi-product promos.
From 19 December 2025, gambling promotions rules will ban offers that require customers to gamble on more than one product. That means no more promos needing both betting and slot play. The Commission says this move will cut down consumer confusion and reduce gambling-related harm.
Bonus funds will now have a strict limit on how often they must be re-staked before withdrawal. The new cap is 10 times the bonus amount. That replaces previous offers that required up to 50x wagering, which often led players to spend more than intended.
The changes follow feedback from a public consultation and align with the UK government’s 2023 White Paper on gambling reform. The Gambling Commission says the reforms reflect evidence on what leads to consumer harm. They aim to simplify terms while keeping offers available.
Social Responsibility Code 5.1.1 (Rewards and Bonuses) will also be reworded to make operator expectations clearer. These changes will appear in the Licence Conditions and Codes of Practice (LCCP). More details are available in the official response document from the Commission.
The Commission found that mixed product promotions especially increased harm risks by encouraging more types of gambling at once. It also flagged that complicated wagering rules led to unclear consumer experiences. “These changes will better protect consumers from gambling harm,” said Tim Miller, Executive Director for Research and Policy.
