The gambling regulator in the Australian state of Victoria has set out its priorities through 2029. The Victorian Gambling and Casino Control Commission (VGCCC) Strategy 2029 puts more focus on technology, data and earlier risk detection. It also targets gambling harm where it is happening.

  • The VGCCC plans to use technology, data, research and intelligence to spot risks earlier. CEO Suzy Neilan said: “In response we will leverage technology, data, research and intelligence to allow us to identify risks earlier and act sooner.” The approach reflects changes in gambling products and digital channels.
  • VGCCC Strategy 2029 has four priorities: target gambling harm, identify risks early, hold the industry accountable and strengthen the regulator. Data, local insights and lived experience will help identify communities facing higher harm. Regulatory action and education can then be focused on these areas.
  • Technology will be introduced in stages across the three-year plan. Work in FY2026-27 covers technology, AI and systems, followed by greater integration of data in FY2027-28. By FY2028-29, predictive analysis should help the VGCCC identify risks earlier and better target harm reduction.
  • The VGCCC oversees six state-issued licences, more than 450 gaming machine venues and 27,372 machine entitlements. VGCCC Strategy 2029 also calls for action when operators fail to meet standards and greater responsibility from the industry for reducing harm.
