Germany’s “Gemeinsame Glücksspielbehörde der Länder (GGL)” has reviewed its first five years as the country’s online gambling regulator. Around 77% of Germany’s online gambling market is now regulated. The GGL online gambling figures also show increased action against illegal operators.

• The GGL currently licenses 129 operators and intermediaries, covering 229 approved gambling websites. In 2025, it carried out more than 600 supervisory procedures involving licensed companies. Checks included player protection, advertising and gambling offers.
• Enforcement against illegal gambling has also increased. Prohibition proceedings rose from 68 in 2022 to 287 in 2025, while around 6,300 websites had been checked by the end of 2025. GGL online gambling enforcement also covers payment providers, affiliates and hosting companies.
• In 2025, 1,843 illegal websites were no longer accessible from Germany following enforcement measures. Another 178 websites lost access to established payment channels, while 254 illegal operators had stopped targeting Germany by year-end. “Decisive is the impact,” GGL board member Ronald Benter said.
• The regulator is increasingly using data to monitor the market. Its LUGAS system – Germany’s central online gambling supervision system – supports player protection and market supervision, with 5.3 million registered players recorded in central databases at the end of 2025. • The GGL says regulation needs to react faster to changes in technology, business models and illegal gambling. It wants the current evaluation of the Glücksspielstaatsvertrag 2021 to consider giving it more flexibility within the legal framework.
