Norway’s government is proposing to allow Norsk Tipping to offer online poker. The Norsk Tipping online poker proposal was sent for consultation on 29 September. The government wants to bring more poker activity into Norway’s regulated monopoly system.

  • Norsk Tipping estimates that between 100,000 and 150,000 people now play online poker in Norway each year. A University of Bergen survey from 2022 found that almost 90,000 Norwegians played annually with foreign operators. The government says these players currently have no domestic regulated online poker alternative.
  • The Norsk Tipping online poker proposal would include specific player protection measures. These include loss limits, maximum stakes and mandatory playing breaks. The government says the rules are intended to reduce risks linked to play with unregulated foreign operators.
  • Culture and Equality Minister Lubna Jaffery said it was better to provide a “safer offer here in Norway” than leave players with unregulated foreign operators. The proposed regulatory changes are currently under consultation and have therefore not yet taken effect.
