Romania has published three new gambling-related orders, partly touching online gambling. The measures were signed by the National Gambling Office (ONJN) and published in the Official Gazette at the end of December 2025. While technical controls focus on land-based gaming, online gambling is indirectly affected through new prevention funding.
Order No. 361/2025 introduces mandatory geolocation for gambling machines, but this applies only to physical equipment. Online gambling platforms, websites and remote systems are not covered by this obligation. As a result, there are no new technical or compliance requirements for online operators under this order.
The relevance for Romania online gambling comes from Orders Nr. 366/2025 and 367/2025, which launch the so called “Conștient și liber” programme. This is the country’s first national funding scheme dedicated to gambling addiction prevention and treatment. The programme does not distinguish between land-based and online gambling-related harm.
The programme is backed by a total budget of EUR 5m. Funding is aimed at projects supporting individuals affected by gambling addiction and their families, including issues linked to online play. Prevention, education and treatment initiatives are all eligible.
Although the programme does not impose direct obligations on online licensees, it reflects a wider policy focus on player protection. Projects funded under the scheme may address risks associated with online gambling behaviour. This places online gambling within the broader public health framework overseen by ONJN.
ONJN president Vlad-Cristian Soare said the authority has spent the past year addressing internal and regulatory challenges. “The results are not perfect, but they are real,” he said, pointing to efforts focused on protecting citizens and reducing illegal activity. He added that the goal remains a regulatory system that serves the public interest.
