In Norway approved organisations with international operations will continue to offer large-scale lottery products. Under the framework, eligible charities can generate annual turnover of up to NOK 410m (ca. EUR 35m), adjusted yearly in line with inflation. The updated licences form the basis for Norway charity lotteries operating through the next decade.
The existing licences expire in 2026, which led to a new application process run by the Norwegian Gambling Authority. Only Pantelotteriet and Postkodelotteriet, together with their linked organisations, submitted applications. As a result, two licences were granted, covering one organisation and a group of 23.
The Norwegian Red Cross has secured a renewed licence for Pantelotteriet, with Norsk Pantelotteri AS acting as the operator. The company runs the lottery on behalf of the charity. At least 50% of turnover, after prize payouts, must be transferred to the Red Cross.
Postkodelotteriet has been approved to operate for 23 organisations, with Norsk Postkodelotteri AS as the assisting company. Beneficiaries include SOS Children’s Villages, WWF, Save the Children, Norwegian Church Aid and Norwegian People’s Aid. As required, 50% of turnover after winnings goes to the organisations.
The new licences run from 1 March 2026 until 28 February 2035 and include an annual turnover cap of NOK 410m, adjusted for inflation. Tore Bell, director of department at the Norwegian Gambling Authority, said: “It is new this year that Postkodelotteriet has applied to offer gambling products on behalf of 23 organisations.”
