The Dutch online gambling market held steady in 2025, with revenue levels largely unchanged from 2024 – see more details according to the Dutch National Gambling Authority (ksa):
- FY 2025 gross gaming revenue (GGR) is estimated at ca. EUR 1.2bn. This puts the market broadly in line with 2024, with no clear year-on-year growth.
- The number of players edged down slightly during 2025. Around 810,000 players were active in H2 2025, compared with around 850,000 earlier on.
- Active accounts reached 1.38 million in H2 2025, up from 1.29 million previously. This points to more players holding multiple accounts rather than a wave of new users entering the market.
- Channelisation remains high but is showing some pressure compared to 2024. Between 91% and 95% of players use licensed operators, but the revenue share is lower at around 53%. This suggests some higher-spending activity is still happening outside the regulated market.
- Player losses have come down slightly over time. Average monthly losses per account were EUR 73 in H2 2025, compared with EUR 77 earlier in the year and higher levels before 2024 rule changes. This reflects the impact of tighter player protection measures.
- The product mix has not changed much year-on-year. Casino games against the house still make up 78% of GGR, while sports betting accounts for 20%. Other segments remain small and have not gained ground since 2024.
- Marketing activity has also shifted. The number of online gambling ads dropped by 42% in the second half of 2025 compared to the first half. This follows tighter advertising rules introduced between 2023 and 2024, which continue to shape how operators promote their products.
