The newest EGBA Annual Report outlines the association’s work over the past year, covering regulation, safer gambling, anti-money laundering and the latest market figures from its members. It also reflects the continued expansion of EGBA’s membership and its engagement with European institutions on future gambling policy. The report shows strong growth across licensed online gambling while highlighting efforts to strengthen consumer protection – see more details:
- EGBA members generated combined online gross gaming revenue (GGR) of EUR 18.0bn in 2025, a 34% increase compared with the previous year. Customer stakes rose 40% to 248.7 billion bets, while the total value of stakes reached EUR 275.3bn. The EGBA Annual Report says the growth was driven by both new members joining the association and organic growth across existing operators.
- Customer winnings increased 27% to EUR 257.3bn in 2025, while active online customer accounts grew 13% to 43.8 million. Average stake size declined 9% to EUR 1.11, reflecting a trend towards more frequent, lower-value betting. The aggregate return-to-player (RTP) rate stood at 93.4%, leaving an average operator margin of 6.6%.
- In 2025 casino remained the largest product segment, accounting for 48% of total GGR, with sports betting close behind at 46%. Sports betting delivered the strongest annual growth, with revenue increasing 49% to EUR 8.2bn, while casino revenue rose 23% to EUR 8.6bn. Pre-match betting represented 63% of sports betting revenue, while in-play betting accounted for the remaining 37%.
- EGBA also highlighted progress on European policy and regulation during the year. The association welcomed Finland’s decision to introduce a multi-licensing system from July 2027 and noted the Court of Justice of the European Union’s ruling in its favour in the long-running Dutch state aid case. It also continued engaging with EU institutions on the Digital Fairness Act, anti-money laundering rules and measures to combat illegal gambling.
- Responsible gambling remained a central focus throughout the year. European Safer Gambling Week 2025 brought together 221 partner organisations from 24 countries, attracted more than 4,000 registrations across 23 events and reached around 4.1 million people on social media.
