Flutter has pulled out of India’s real-money gaming market with immediate effect. The decision came after the government rushed through a new law banning such products. Junglee, Flutter’s skill-based gaming arm in the country, has now gone dark.
The Promotion and Regulation of Online Gaming Bill landed in Parliament on August 20 and was signed into law just two days later. By August 22, the ban was official, leaving no room for discussion with operators or industry groups.
Flutter said Junglee closed down operations the moment the bill came into force. The company described the speed of the change as unprecedented, adding that it gave businesses no time to prepare.
The impact is financial as well as operational. Flutter had been counting on around $200m in revenue from India this year, along with $50m in adjusted EBITDA. Roughly half of those profits were expected in the back half of 2025, which has now been wiped out.
Junglee wasn’t a small side project. The business employed more than 1,100 people in India and had received years of investment. Flutter said its products were designed around player protection and responsible gaming, and warned the ban will likely push players toward unregulated operators.
CEO Peter Jackson didn’t hide his frustration. “I am extremely disappointed with the sudden changes to the regulatory landscape in India,” he said. “Over the last four years Junglee has invested significantly in its local market, building a workforce of over 1,100 employees to deliver innovative skill-based gaming products to Indian customers.”
The company is now reviewing its options, including legal challenges to restore protections for games of skill. At the same time, Flutter said it will continue pressing for frameworks that keep players safe and ensure the market delivers value back to the economy.
