The General Commercial Gaming Regulatory Authority  (GCGRA) of the United Arab Emirates has confirmed a leadership change as Kevin Mullally steps down as CEO. The move signals a new chapter for the UAE’s gaming regulator, which continues to shape its governance and oversight framework. The GCGRA leadership transition sees Chairman Jim Murren assume the role of Interim CEO with immediate effect.

  • Kevin Mullally guided the GCGRA through its establishment phase, helping create the UAE’s foundational regulatory and compliance frameworks for commercial gaming. His leadership focused on integrity, international alignment, and responsible governance, setting the groundwork for a structured regulatory environment.
  • The Board has appointed Jim Murren (see picture below), the GCGRA’s Chairman, as Interim CEO to ensure continuity and stability. A former gaming industry executive, Murren brings global experience to the role and will oversee the authority’s next phase of operational growth. He said, “Kevin has played a significant role in the Authority’s early development… we thank him for his contribution and wish him success.”
  • The GCGRA confirmed that all operations, licensing programmes, and stakeholder engagement activities continue without disruption. Based in Abu Dhabi, the federal authority remains focused on regulatory excellence, responsible gaming, and strengthening confidence in the UAE’s commercial gaming framework.
