Missouri is moving closer to launching legal sports betting. Regulators have now decided which operators will get the state’s two direct mobile licenses. The announcement sets the stage for the final investigation phase into Missouri sports betting licenses.
The Missouri Gaming Commission has chosen DK Crown Holdings, Inc. (legal entity that operates DraftKings) and Circa Hospitality Group I, LLC (legal entity which operate Circa Sports) for the two direct mobile licenses. These licenses are the only ones of their kind available in the state. Both companies now face further checks before they can be officially approved.
Commission chairman Jan Zimmerman said, “The Commission considered many factors before the two applicants were chosen. We commend Betfair Interactive US, LLC for its efforts.” She added that only two licenses could be awarded under the rules, making the decision a tough one.
While the two direct licenses are spoken for, other opportunities remain. Additional mobile and retail sports betting licenses are still open to applicants. To be considered, companies must file completed applications by September 12, 2025.
Operators who meet the deadline will be able to launch on December 1, 2025. That timeline gives Missouri bettors access to legal sports wagering before the end of the year. The process also ensures regulators have enough time to review applications in detail.
For DK Crown and Circa, the focus now shifts to the investigatory stage. Their approval will shape how the direct mobile market looks when sports betting goes live. The Missouri sports betting licenses will define the first phase of the state’s regulated market.
