New Zealand is preparing to regulate online casino gambling for the first time. The government plans to introduce a licensing system for operators that want to offer services in the market. The framework for New Zealand online casino licences could start in 2026 if the legislation passes.

  • The Online Casino Gambling Bill is still progressing through the parliamentary process and has not yet been finalised. Authorities say the timeline may change depending on the remaining legislative stages. Once approved, the government will confirm the implementation schedule for New Zealand online casino licences.

  • Up to 15 licences are expected to be available for operators entering the regulated market. Each licence will apply to a single brand and may run for up to three years, with a possible five-year renewal. No company will be allowed to hold more than three New Zealand online casino licences.

  • The licensing system will follow a three-stage process expected to begin in July 2026. Operators will first submit an expression of interest that includes ownership details, compliance history and financial information. The goal is to check integrity standards and confirm applicants have sufficient resources to operate.

  • A competitive auction is scheduled for September 2026, where approved applicants will bid for the right to apply for a licence. Successful bidders will then submit a full application including business plans, marketing policies and player protection measures. From 1 December 2026, operators without a licence application will have to stop offering online casino gambling in New Zealand.
