Ukraine’s gambling regulator PlayCity has moved forward with its state lottery licensing process. The update follows formal review of applications submitted in December 2025. It forms part of ongoing Ukraine lottery licensing procedures overseen by PlayCity.

  • As a reminder, in Ukraine since February 2025  state policy in the field of gambling has been developed and coordinated by the Ministry of Digital Transformation. In March 2025 the Cabinet of Ministers decided to create a new central executive body – the PlayCity Agency – which is officially subordinate to the Ministry of Digital Transformation and replaced the previous regulatory authority, the Commission for the Regulation of Gambling and Lotteries (CRGL), starting with April 2025.
  • PlayCity launched an open tender to award state lottery licences in early December 2025. The agency set 29 December 2025 as the deadline for submissions, with applications accepted in person or by email. The process is being run under existing lottery licensing rules.
  • According to PlayCity’s press service, cited by Interfax-Ukraine, three incumbent lottery operators submitted applications before the deadline. These were M.S.L. LLC, Ukrainian National Lottery, and PJSC Patriot. Under the licensing procedure, PlayCity is expected to publish the list of successful bidders within around 15 business days after the deadline
  • Winning companies will then have 10 days to finalise their licences and pay the required fees. The outcome will mark the next step in Ukraine gambling regulation enforcement.
