Roger Devlin is stepping into a new role this summer, as the next Chair of the Horserace Betting Levy Board. His four-year term kicks off on 1 July 2025, following an official appointment by the Secretary of State for Culture, Media and Sport. The Horserace Betting Levy Board plays a key part in channelling betting revenue into British racing — and Devlin’s no stranger to either side of that equation.
Devlin brings with him decades of boardroom experience, currently serving as Chair of Persimmon and sitting on the board of the Sutton Trust. Over the years, he’s held senior roles at the Football Association, Marstons, and the R&A, and was also Chair of Sunningdale. Earlier in his career, he held executive posts at Hill Samuel and Hilton International.
His track record in racing and betting is well-established, having chaired William Hill up until its sale to Caesars in 2022. He also previously led Gamesys and media rights firm SiS. Alongside the boardroom duties, Devlin also owns racehorses and was co-owner of Pyledriver, a Group 1 winner.
In a statement, Devlin said: “I am honoured to be invited to chair the Levy Board at a time of considerable challenge, but also opportunity, for racing.” He emphasised plans to grow investment in the sport, improve racehorse welfare, and boost public interest in racing. He also thanked Anne Lambert for her work as Interim Chair and paid tribute to the late Paul Darling, his predecessor.
The Chair position comes with a £39,600 annual salary and is a regulated public appointment under the Cabinet Office’s governance rules. As required, Devlin has declared no recent political activity. The recruitment followed the process overseen by the Commissioner for Public Appointments.
The appointment marks a leadership transition following a difficult year for the Levy Board. Darling had served as Chair since 2020 before passing away in 2024, with Anne Lambert stepping in temporarily. Devlin now takes the reins with a mix of industry expertise and personal ties to racing.
