The Prizes and Betting Secretariat (SPA) in Brazil has granted 21 new fixed-odds betting authorizations, increasing the total number of authorized companies to 35. This move strengthens the regulatory framework for the industry. The fixed-odds betting authorization process involves strict requirements and financial commitments.
- The new authorizations were published in the Official Gazette on February 11, 2025. Of the 21 approved companies, 20 already had provisional licenses, while one received authorization for the first time.
- With this update, the total number of authorized companies for fixed-odds betting in Brazil—both provisional and definitive—rose from 68 to 69.
- A definitive authorization is valid for five years and requires an upfront payment of R$30 million (ca. EUR 5 million). This fee allows companies to operate up to three brands under “.bet.br” domains.
- The number of grants issued also increased from 70 to 71, as two companies applied for multiple authorizations to expand their betting operations.
- Companies with provisional authorizations had initially met early regulatory requirements but failed to complete the process within the 30-day deadline. The number of companies with provisional status dropped from 54 to 34.
- The criteria for provisional authorizations are defined under Ordinance 2,104, enacted on December 30, 2024. The ordinance outlines the compliance steps required for full authorization.
- “This process ensures that all authorized operators meet the legal and financial requirements before obtaining full approval,” an official SPA statement emphasized.
- The government continues to monitor the betting industry’s expansion while ensuring compliance with financial and operational regulations to maintain market integrity.
