Spain is updating its gambling framework through new measures approved by the Council of Ministers. The changes focus on player protection and responsible gambling. The updated Spain gambling regulations include new deposit limit requirements and safer gambling provisions.

• The Council of Ministers approved a Royal Decree amending Spain’s gambling regulations under Law 13/2011. The changes affect gambling licences, authorisations and gambling registers. The decree also updates provisions contained in the safer gambling framework introduced in 2023.
• A key measure is the introduction of a joint deposit limit system for individual players. The system is designed to apply deposit controls across operators rather than on a single-platform basis. The new requirement forms a central part of the Spain gambling regulations reform.
• The government also authorised future expenditure for the Directorate General for Gambling Regulation. The funding will support an institutional awareness campaign focused on preventing gambling-related risks. The initiative complements the regulatory changes aimed at strengthening player protection.
• The gambling measures were approved as part of the Council of Ministers meeting on 23 June 2026. According to the approved text, the reforms introduce a system of joint deposit limits per player while updating existing gambling rules. The measures continue Spain’s efforts to enhance oversight of the regulated market through Spain gambling regulations.
